Where does the term barnett come from? Is it rhyming slang?

I know it means hairstyle, is it rhyming slang? if so, what does it 'rhyme' with?

The full expression is 'barnet fair' = hair. You have your rhyme. Like many such expressions only one word of two is used, such as 'dicky' for shirt which is, in full, 'dicky dirt'.
