what is minimum requirement for one to one chat to take place?

If IP of two users are available is it possible to have one to one chat?
what is required on my website so I can create one to one text chat between two users of my site?
there are few free chat scripts & I have installed on my website but I just wanted to have minimum on my site, may be just one page, which enable one to one chat between two users.

is http://sourceforge.net/projects/php-chat/ any good.

If I remember correctl it is just one page and allows and visitors to chat.
Or do you mean you want to allow 2 visitors to privately chat without anyone else 'listening in'?
