He is a confident user of c programming language, He is on the autistic spectrum ( high functioning) and dislikes working with others. He is reluctant to do GCSEs in ICT as they relate primarily to powerpoint presentations and he sees no point to this. We are prepared to pay for on line training

How about city in guilds qualifications? My son did the CIG in computer programming which looks at basic and C programming . I dont know that you could do it online ,mine did it at evening classes with the adults.
You might possibly be able to get the tutor who teaches it to give your son one on one teaching if you are willing to pay his fees.

As he is good at C, he could begin with C Certification (link below) then I would suggest he starts learning c#.NET with a view to taking the Microsoft Certified Professional exams...

Also, he could look into the Sun Java certification...
