Well even though I am a Beauty Therapist and so I would normally recommend something a bit better, I actually really like the AVON Eyeliner Pencils, and they are only about AU $5.00 each. They stay on really well.
If you have oily type skin, and/or sweat a lot then they may smudge off so you could also try Sothys's Eyeliners- they are waterproof and smudgeproof and feel divine on the skin, they come in a range of colours too. They only cost AU $28.00- which is a bargain considering the quality of them :)

The only eyeliners that won't smudge are waterproof liners. Problem with waterproof lines is that once you use it, you can't correct mistakes unless you completely remove the eye makeup with makeup remover- which means you will also end up removing eyeshadow, etc.
The nice thing about non waterproof eyeliner is that if you make a little mistake while applying it, you can just smudge it a little bit or erase it using a Q-tip and start again.
The secret to keeping eyeliner on the eye itself is to first prep your eyelid. If you use a light translucent powder and then a good, non-oily eyeshadow, the liner will stay right where you want it to stay. Plus, the translucent powder on the lid and directly under the brow bone will act as a sort of non-stick surface.

I've tried so many eyeliner pencils and found that they all suck! I am in love with Smashbox's Jet Set Waterproof eyeliner, applied with a fine brush.

I don't use pencil, they are too harsh to the eyes. I use the brush instead, Trish Mcevoy has a wonderful eyeliner brush,give it a try.

I use pencil and liquid together. It works for me. I use Prestige liquid eyeliner and pencil. Hope it works for you.

Estee Lauder eyeliner pencils are my FAVORITE!!!
They go on smooth and they come off when you take them off.

something I began doing that seems less messy for me to line my eye is using a narrow, flat makeup brush, and dip/rub it in black eyeshadow, then carefully line my eye with the flat side of the brush.

i've used quite a lot, from natural organic stuff to brand names... and i swear by revlon's colorstay eyeliner and lipliner... it works wonders...

i have an idea... i do this with my make-up.... if you get black eye shadow and get i little on the tip and use it like that....
