You only need the domain and host after the website is complete and ready to be put online.
During the time when you are in the process of designing or coding you do not need a domain. Also hosting can be done from several places depending on the type of website you have.

You can Design The Entire web site on your Computer ( no domain or host needed ) , but if you want to make that web site available for others to view , you need a Domain and a Host For Sure ..

Nope. You usually can design a website first before uploading it to your host. But if you're using free domains, some features may not work. You need to pay most of the time.

No, you can create the website locally on your own computer. However, once you purchase a domain and upload your content, you would have to go through and change all of your internal hyperlinks and image URLs to match the new location.
I have heard that some hosts do this automatically, but I haven't found any.

For your website to be visible on the world wide web, Yes!
If you just want to design it, No. I use WAMP Server on my PC so I can see what it will look like before uploading.
If your looking for free webhosting to test the waters, ask your ISP they usually offer free web space with a sub domain.
If you want your own domain name (e.g. www.mydomain.com) you will need to register it and purchase a web host account.

Nope, just design away on your pc. Copy it up to the web host later. In fact, this is pretty common.

Once you have the site hosted, build inbound links to your website.
Most of the directories online charge a one time fee to review your site and add it to their index. Here are three of my favorites:

The more inbound links to your site, the better you will rank

not really, you could set up you website on your hard drive first then transfer all files and folder to a service provider.
make an account in geocities and experiment with it to get the hang of it.
