Something along the lines of:

I am happy to give the highest recommendation for Miss X as I have always found her to be honest and reliable, and I feel she would be an asset to any organisation. She has proved herself to be both a trustworthy friend and a hardworking colleague in the ten years I have known her, two of which have been spent working together.

You could mention any joint work projects you have done, or any particular time she has helped you out - it goes without saying though, that you can only say these things if they are the truth! I hope she gets the job.

I've done a few of these and the important thing is not to waffle on for ages. Highlight her good points (honesty, reliability etc etc) and also maybe include a story about something she's done locally that sounds good i.e helped with a childrens group, ran a sports club, did voluntary work at a charity shop .... or anything that's gonna be relevant to the job that she's applied for.

For example:

"I would like to confirm that I have known (persons name) for 10 years and worked with her in a professional capacity for two years. Over that time she has shown herself to be (fill in the blanks: eg trustworthy, reliable and a good team player). She is good at solving problems and can work under pressure (for example).

If you need any further information please do not hesitate to contact me. "

If you were her manager when you used to work together you could also say that you would have no hesitation in employing her again if the opportunity arose, or something like that.

Good luck, hope I have helped!

Just say how long you have known her, how long you worked together and commend all her good points.
