Age 15 to 17.

By using magnetic resonance imaging, which produces images of the brain, scientists from the University of California, Los Angeles, the National Institute of Mental Health, and McGill University in Montreal have found continuing structural changes in the brain through age 15, even though the brain is already close to its adult size even before children enter school.

This is only the physical growth to the adult size. The brain reserves are always reorganised and maintained till death. So, one can learn a new concept even during his 90's or beyond century.

Actually...according to my neurobiology course and text, in the year 2000/01, it was found that there does seem to be a form of stem cell which grows within the hippocampus of the brain. Not getting into details, scientists found that brain growth continues well into a person's 70s and 80s and that it is possible to increase brain mass in these later years. Unsure of current research, however I live in Miami and the Miami Project is a large contributor to current neurological research. Check into it if this interests you.
