Since you said from the past 20 years, which only gives us until 1987, I'd have to say any year from about 1992 until 1996. I don't know if you like and/or appreciate grunge/alternative music, but Nirvana, Pearl Jam, Soundgarden, etc. were all flourishing at this time and have influenced a lot of alternative music since.

Based on Rolling Stone's Top 500 albums of all time, the best decade was the 1970's - with 33.6% of albums (183) coming from that decade. As for the year, it has to be 1966, with three seminal albums released that year - Pet Sounds (#2),Revolver (#3) and Blonde on Blonde (#9)...
