amazing! nobody has actually answered your question simply, tho it's not al that simple. This is what i did, cost nothing. The idea is you use your ISP. First you get an FTP program, (file transfer protocol) There free ones around. Then make sure you have a web editor; or else you have to make the pages in Notepad.. (dunno what kind of machine your on, but many machines have their own generic web editors. (if not see if you can get a free one or a trial).
Your ISP will allow you a certain amount of space for your own site. Thats it.
Make your site on your local machine with the web editor, then upload the pages with your FTP program. (it's just a mirror image of the files/folders on your computer) Give your isp a ring if you get stuck somewhere.
your site wont be a dot com, it will be something like http://members.(yourISP).au/~your username.
Only cost is your time, good luck.

Creating the website is free if you know HTML. Having the website hosted is where the cost comes in, if you want to have your own domain such as www.mywebsite.com then you will have to purchase that name and pay for it every year, cost is anywhere from $10 to $20 per year on who you buy the name from, and then to have the name hosted (placed on a server so people can access it) will have a monthly cost starting around $15 and going up from there. Some hosting companies will pay for your domain name registration as long as you host with them. You could also get free hosting from sites such as geocites.com, yahoo.com and possibly your ISP (most provide free web hosting with their service), but with these you will not have your own domain name. To learn HTML or for a refresher go to http://www.w3schools.com they have free classes.

this is a general the domain name is like www.yourname.com or .net or .org etc. and this is not free you have to pay around 10$ a year for this and for the hosting you will need to buy a space to put the pages you will design to put it depends on the space you can check any hosting company like godaddy.com
you can take this service for free but of course not the same
you can make a web site in yahoo or google or in any free hosting server
so will register a domain like www.yourname.geocities.com
and you can put your pages on the free hosting but they will add some ads to your pages and some time your domain will be for example like www.yahoo.com/yourname
the difference is to have a unique name .com or .net like any prof web site
and to add your pages with ads
in both case you will design you own pages

Hi, If you want to create a website you could use microsoft frontpage or publisher, both of which are reasonably easy to use. When you want to puplish your page you'll need to get some storage space and a domain name. Explore publisher help for help on this topic.

There are a lot of sites that will give you free website hosting. They also give you tools to build your website. I'm not sure if its stil around but i used to use angelfire.com. just do a quick search on the net and i'm sure you will find a bunch of free hosting sites.

Well, normally they are to be paid for but there are sites that make you do your own site for FREE! believe me i've tried it! You can try piczo! Its really great! my site is at piczo!
