It's not sped up. The earliest cameras shot film at the rate of 16 frames per second. But then later Hollywood standards went to 24 frames per second not only for greater detail but also to accomodate sound which for some reason could not be faithfully reproduced without taking more pictures per second than the original 16/sec speed- so it just looks like the Babe is going too fast when in actuality the camera in his day goes only 2/3rds as slow (16/24) as the next standard speed adopted by the industry.

The "silent" movie cameras of that time ran at 16 frames per second. Now the movie camera runs at 24 frames per second (25 in Europe) because of the addition of sound. If you were to run the movies at 16 frames per second they would look normal. This is the same reason that silent movies look like they are going by in fast motion. There is a way to get around this, but it usually is not done.

The Babe wasn't a slow-poke back in his earlier years. From 1918-1923, he had 69 triples, an average of over 11 a season. That's with 154 game seasons and with "dead" baseballs. He was also an outstanding right fielder, with a rocket arm.

The technology wasn't what it is today as far as video production.
