Supagrrrl-Have you ever seen the movie "The League OF Extraordinary Gentleman", in the opening scene a group of Police Officers are trying to stop a tank with their authority of power, needless to say all of them ran except the one who thought they would stop to his authority, they ran him over, SPLAT!

Power and strength are kind of go hand in hand.
You can have strength in leadership skills, but if you do not have the power to make decision, your strength means nothing.

You can have power, but with out your strength to back up your power, you either end up powerless, or power without a meaning.

definitely power - I'll use an example to try and exlplain:

Think of a massive truck driving fast down a high way - now think of a man stepping out into the road and trying to stop that truck with his strength: it just wouldnt work - he would get run over and killed.

Now think of the same situation: a massive truck driving fast down a high way, but then imagine the man stepping out in to the road is a police officer / traffic officer, and he just puts up his hand and uses his power / authority to stop the truck and it comes to a grinding halt.

see the truck driver stops because of the man's power and authority and what he represents, not becuase of his strength.

I would guess that would depend. What kind of strength, what kind of power? Strength in numbers can result in power.

Edit: Power seems to be the choice here, but I disagree. Many a powerful ruler has been overthrown by strength; revolution. Sheer strength
