When I play the string it almost sounds like it is rubbing on a fret but I can't tell for sure. They are newer Ernie Ball super slinkys on an epiphone Les Paul studio guitar (electric) It just started doing this recently. The action is pretty low, could it be to low? How do you raise the action on it?

It sounds like low action, but it could be a distorted neck, too. I could go into a long story here, but it's better you take it to a shop and have a pro check it. Meanwhile, you can raise action like this:
Under the bridge, there is a wheel supporting it. By turning tthat wheel, you can lower or raise the height of the string over the pickups & neck. Since you have problems only with that one string, raise th bridge slightly only on that side. If you have to raise it too much, it's a sign of trouble elsewhere, i.e., the neck.

many guitars have adjustables on them next to the pickups on an electric, or past the acoustic trap on an acoustic. You should be able to adjust the screws to move the strings a bit further away from the guitar.
