Scorpion, since Captain America is bound by the American code of freedom and justice.
4. Naruto Vs. Yuffie K. (Final Fantasy VII)
Naruto, since I don't think that Yuffie is much of a heavy magic user.
5. Cloud S. (Final Fantasy VII) Vs. Squall L. (Final Fantasy VIII)
Squall, since Cloud is too much of a nice person.
If you want a more even playing field, you should compare their girls instead, Aerith and Rinoa. It might end in a tie, but the confrontation might be interesting to see.
