Yes, it is a way of exploring their bodies. But they should know by age 11 that nobody should catch them at it.

Read Kinsey or Our Body, Ourself. Some babies masturbate or began experimenting in grammar school then bragged about it.

Yes, it can be entirely normal. It is quite common in younger children as well. It is all about awareness of one's genitals.
Masturbation at any age is not abnormal. Period.

i began whilst i became around 10, and yeah that's typical. Im 15 now. do not undertaking your testes will shop producing semen. in basic terms shop on doing what your doing, its completely typical.
