Because she's going crazy, because she 'loves' Kevin and wants him back. She thinks doing all these drastic things will show him that he needs to come back, but it won't. He only wanted her for her money and fame, and eventually she's going to comprehend that. Until then... she will continue to do things such as shaving her head.

Because she's an addict who needs help. She needs to stay in rehab and get her life back on track for the sake of her children.
