Unless you have an employment contract in place with your employer, you can quit at any time. If you have an employment contract, you need to get lawyer and have them review the contract.

It would not be to your benefit in any way to sign any sort of "confession" nor any reason to cite the matter in your resignation, just merely state you are leaving to pursue other opportunities and leave it at that.

If the harassment can be proved (e-mails and IMs can be especially damaging as they are admissible in Court of Law), you troubles may not be over; the victim could sue both the employer and you personally in Civil Court.

It's a difficult case to prove unless you have witnesses or other people that are willing to say they were harassed also.
A company might stand behind the manager if it's the first time it was ever reported.
You can quit anytime (sexually harassed or not).
If you can get the accused to sign a paper then all the better but I would doubt it as then you could sue him for lost wages and length of time finding a job etc..
