This girl is not from Sailor Moon
She doesn't really look familiar and I've seen lots of anime and read lots of Manga. I'd say this is either a girl someone has drawn, or this is just a really nice picture of a girl which doesn't have anything to do with an anime or a manga

From the drawing style and looking at some of the images on that site it seems to be a mix between pictures of characters from certain anime and fanarts.
The style of the image (you can kind of see the lines of the drawing) and the color art work looks like a fanart image. It looks like a character/artwork that someone had created themselves and not from a specific anime.

She reminds me of a character from Fruits Basket but her hair ornament reminds me of Orihime from Bleach. Her school uniform is similar to what female students wear in both Fruits Basket and Mai Hime. So she may just be fan art.

She's definitely NOT from Sailor Moon.
I think she's probably from a PC game. Probably, since it looks like a CG.
