I mean, the ones I know are absolutely hairless ( not one hair, nothing) so they don't need to shave their legs or arms....It feels like silk or something...
Is it biological, genetic, geographical ( i don't know)...?

Generally speaking, the darker the skin, the less hair it has. It's genetic which resulted from geographical reasons. White people hail from the north of the world (originally). They were exposed to little sunlight so they have fair skin. It was cold and they needed body hair to keep warm. On the contrary, black people hail from Africa where it's hot all year around. The sunlight was strong there and they were tanned. They needed to cool down therefore they had little hair.
Of course it doesn't apply to all people nowadays because of various reasons like the migration and mixture of races. People evolve all the time.

IDK. I am black and I know that I don't have much body hair at all. I only have to shave my legs like once a week and my armpits like every 2 weeks (TMI- I know). I think it is genetics, I also noticed the same thing about Native Americans and Latinos with a lot of Indian blood. Maybe it has something to do with the climate our ancestors lived in. Since it was so hot they didn't need too much hair to keep them warm.

the ones you know have probably been waxed or lazered. Black people have hair on theirs bodiesjust as every other race does. You may notice that their skin feels as you say softer; that would be because they tend to moiturize, moisturize, moisturize. Since they (we) have darker skin colour,we have to stay well moisturized or else we look totally ashy.
