It probably won't, those two are totally different stuff. If the download is already slow; it probably not even remotely related to you; it would remain slow as long as the condition that bog it down exists.

NO WAY, it has nothing to do with your ram. the download rate depends on your ISP, modem, and the type of connection you use.
