A cheap shot usually describes a physical blow that has been made either without the other person ready for it, or in a super sensitive area, like the groin. Also, a cheap shot can be used to describe a verbal insult or sensitive subject that is said to someone in a vulnerable position. For example, if two guys were verbally fighting over a girl that they both liked, and the one guy said to the other "at least I have two parents!" knowing that the second guy actually only has one parent alive, that would be a cheap shot, because the one guy has taken advantage of the other guys negative situation. Bad example, but still works.

Physically, taking unfair advantage to hurt someone (like hitting them from behind or when someone is holding them down).
Verbally, saying something that is unnecessarily hurtful or malicious. In particular, a cheap shot is saying something mean to someone who is inclined to believe what you say to be true (whether it is or not).
