Vast and varied. One was a King with an advisory Government and the other was a quasi political meglomainiac.
A more likely similarity could be drawn between Saddam Hussain and his band of puppets and Idi Amin and his.
Although Amin had less financial and political backing,or advise from the American Government than Hussain.
Who in the early years used the U.S.A. to develop his methods and finacial aid. Then utilised all the support so freely offered and given by them to the detriment of Iraq and the loss of millions of lives.
It also accounted for the loss many American political and corporate reputations along with all that was left of the countries innocence and its Governments credibility.

King Asoka went into battle at Kalinga, and realized the effect that war had on the people other than the soldiers. He ultimately realized that violence wasn't the answer, and turned to Buddhism which teaches non violence and tolerance of other people's customs and beliefs/philosophies. That is not to say that he would not punish people for breaking the law, but he figured that if you can make people want to be better people, then there won't be such a great need for punishment. As a result, his empire grew, and the people were fairly happy.
Saddam , on the other hand, ruled with an iron fist (Asoka did also, but that was before his enlightenment) and seemed to have very little tolerance for other people period. He failed at expanding his "empire" and was feared and reviled by even his family members until the end of his life.
