I have a 250g Reef tank, Nitrite 10/Nitrate 0/PH 8.4 (Thanks to Live Rock). I do a 15g-30g water change once or twice a month mainly for supplements. I use RO/DI water for the water changes. RO meter is showing 003ppm

The day after the water change, my substrate gets full of brown/green algae. Has anyone experienced this, or know what may be causing it?

I wouldn't do another water change untill your Nitrate goes to 0.
As for the algae, this is part of your saltwater cycling, there are not enough small critters in the tank yet to eat it and if you keep changing water you will just be removing them..
I would cut your lights back a few hours for at least a week and add a cleaner crew (snails, crabs...)now.
You will find that you can also remove some of it by hand.
All of my tanks have gone through that in the first 4 to 6 weeks.
Be Patient.

OK now you say it has been set up for 5 years.
It sounds like phosphates are being introduced some how.
Where do you get your RO water???
Are the RO filters replaced when they are due???
I had the same problem in my first reef tank so I had my FRESH water checked and it was loaded with Phosphate.
I now use RO water from a TRUSTED water dealer, not a grocery store, that knows what I use it for and knows what I don't want in the water, I have never had a problem since.
Thats my GUESS and i'm stickin' to it. LOL
