This is a good question for Sen. McCain to ask , especially since he doesn't have a clue himself.

Same as to any government.
Stop spending money on defence.
Stop interfering in another's country.
Use defence forces to defend against the real enemies of poverty and lonliness.
Soldiers trained to vist the sick and elderly and lonely.
Instead of spending millions on ONE plane - spend the millions on one school AND one hospital.
Train young men and women to battle the apathy caused by ugliness. Soldiers could build, alter, paint, clean in the slum areas. Soldiers could FIGHT dirt and disease.
But are politicians clever enough to work this out.
First build schools where POLITICIANS could learn to be rich but NOT greedy, to talk but not pontificate AND to be genuinely KIND.
