UC Berkeley. Berkeley's engineering program is always top ranked, usually one spot below MIT.

UC Davis has a chemical engineering program. I heard that it's pretty intense. By the time the students hit junior year, half of them dropped the major. =/

Jacob's School of Engineering at San Diego is one of the best in the nation. I know Bourns College of engineering at Riverside is up and coming.

You also can't go wrong with UCLA or Berkeley.
