I have no professional pics. I was told to submit 2 pictures online to an agency. If they are interested, what will happen next? How do I build a portfolio? Will I have to pay?

Check out the agency first. They might use your photos and you won't get paid . Find a reputable agency and ask them their opinion before you spend any money getting professional photos taken.

Don't waste money on scams that charge money for pictures.

Simple head shots and/or wide shots are fine for a legit agency. Beware operations that charge something like $300 for pictures and promise a shot into modeling. Agencies know what they are looking for and need.

Get to modeling agencies and give them your shots and info.
Height and weight is typically important - critical even. Photographers, clients, etc. like the clothes to fit right off the rack.

Make nice with photographers and ask for shots for your portfolio once you begin to work with them.

you need a zed card/ comp card... it is like your business card... look it up on the web...expect to pay AT LEAST $300 for this... the photographer needs to make a living too! distribute it wherever you can... agencies, scouts, etc... good luck

get a honest agent,
crooked ones rob the **** out of you.
dont spend more than $200
