How should I structure this report?

I'm doing a report on the different sales taxes in 3 different states. I've researched the differences and the similarities... And I was about to start the actual paper, but I have no idea what I should put in the introduction or conclusion... Please help!!!!

Perhaps you can discuss the reasoning behind sales tax, where the money goes, and why some state's sales tax is higher than others and why some have no sales tax at all. Then you can tie in your similarities and differences. For your conclusion, just briefly restate what you discussed in the paper.
