Mark's Restaurant is rated by several guide books as the most romantic restaurant in Houston. It's in an old church converted to a restaurant and it is wildly popular so call in advance for a reservation. I like Papa's Steakhouse on Westheimer for the atmosphere, very fancy. The top restaurant in Houston though is Tony's on Richmond. This is the place that wouldn't let Frank Sinatra in without a tie so he left. Always celebrities there.

I have always enjoyed spindeltop. I hear there is a good restraunt in the new hilton americas downtown. I just think going to a hotel restraunt is a bit cheesy. Kemah is nice but it is full of tourists. Frenchies in seabrook off nasa rd 1 is great. A lot of the astronauts go there when in town. Ummm that is about all I can think of. Oh yeah and Houstons on Kirby. Low lighting and romantic. Hope this helps!

Well I don't know if I can top the person who suggested Sonic Burger, or the other person who suggested "a mexican or Chinese reaturant, but I'll try.
If you want to spend some $, my suggestion would be Noe at the Omni hotel. Here is the link http://www.noerestaurant.com/
It's a hidden gem, and in my opinion one of the top in town, if not the best. If given the choice of Marks, Tonys, Flemings, etc, I would choose Noe. The menu is diverse and can be custom made for your tastes. Expect to spend between 100-200 dollars (maybe more with expesive drinks). For something less expensive, I agree with another poster, The Melting Pot is awesome, very secluded tables. Expect to spend 80-150 dollars there.

Michaelangelo's in Montrose, the food is good, not great, pricey, but it is absolutely the most romantic place. It has a tree in the middle of the restaurant.

Wow there are so many, but I love the Kemah area, you have several restaurants to choose from and there is a nice boardwalk to watch the sunset as well as a lit fountain!
Also a great day date is the Butterfly arboretum. Chicks love it!
