Can be lots of reasons. If you sweat off the sunscreen, it won't help you. Even waterproof sunscreens won't stay on indefinitely.
Also, you may not be applying enough sunscreen. Most of us use far too little.
Also, its not a 100% block (unless you're using a zinc oxide paste). If you're using, say, an SPF 15 sunscreen, it will extend the time you can spend without burning by a factor of 15. If you are fair-skinned and might burn in about 8 minutes, then SPF 15 would extend you to about 2 hours.
If you get wet or sweat a lot, you need to reapply.

you might want to get presripted cream, lol.
well, if you're fair-skinned, (white or light) then the easier it is to get sunburned. Dont tan too much either. But sunscreen lotion on, and tan for around 20-30 minutes a day, if you want to get darker. dont overdo it either. I'm a swimmer, and i was REALLY white, but now i have like, a perfect golden tan. If you try swimming , you can get darker even in the water, and you wont get sunburned. =)

I am olive skinned after winter I don't go in the sun in extreme temps. I take it gradually, your skin needs to become accustomed to the heat. We are almost at the end of our summer and I have not suffered sunburn at all.
I live in Australia and it can get very hot.

If you are fair skinned that may be the reason, because your skin has less melanin which is like a natural sun protector. Just limit your time in the sun.

many factors to consider: color of your skin -fairer skin burns easiest; how fast your skin burn; medications you are taking; and elevation.
it is okay to reapply sunscreen every 2 hrs if you are in direct sunlight or around water of any form.

cause you are still supposed to cover up , wear a hat and keep out of the sun so much also don't wear much makeup
