Chanteuse is correct. There are companies called ad agencies, and all they do is come up with advertising ideas. They pay the cameramen, and they provide the actors, and they shoot the commercial. There are dozens of advertising agencies out there. For a look at the most successful, check out the Cleo Awards. That's like the Oscars for commercials.
Some companies have advertisers working for them directly, and the company pays for commercials to be made.

It depends. Some commercials are made directly by advertising agencies, or production houses that specialize in commercials or made independently by the companies the commercials are for.

I dont like any of the commercials. They are all a pack of lies. They are tricky too, they control which volume they want then blast you with a wall of volume. *&(!)$#.

I don't know but if they are responsible for the volume used when they are shown they ought to be smart enough to know they are wasting their money because they are so loud they get muted. If you find out maybe you can pass that on to them.
