although he was always doing everything he could to care for his loved ones on earth especially his wife we know he will still be doing just that in heavan

During funerals, people generally dwell on the qualities they appreciated and admired in the departed person. Some people have the tendency to exaggerate too.
You could, if you knew the 'real' person who was your friend's husband, truthfully say what you liked in him, what human qualities he possessed that made him liked by or endeared him to his wife, family and others; how you missed his absence and the help he rendered to you, if any, during his life time.You could quote a few examples to support your view.
I think one should not exaggerate in these matters and at the same time should not refer to any shortcomings in the person who is no more, as it is not polite. The effort should be to console your friend who lost her husband, in such a way that she and the others present would feel that you honestly appreciated the man during his lifetime and now feel grieved at his death.

It is not right to suggest the words to speak, unless one has more details.

go to any grocery store and browse through the sympathy cards section. they often have nice sayings in there.
you can also just try googling "sympathy card" and see what turns up.
