The surface tension (adhesion of water molecules to each other) decreases with temperature, so it is more likely to pick up dirt and penetrate the fabric better. It also melts hardened grease.

Probably because we are scrubbing harder so we can get done faster since we are programmed into thinking hot will lead to a burn. We probably do this and don't even realize it. Just like people tend to seek out mates with characteristics in common, even though they do not realize it. Or how TV teaches us how victims of a crime are to behave, so we automatically go into victim mode when we are victimized.

Hot water is a better choice because most bacteria cannot survive higher temperatures(above 37C). However, it takes a little while for them to die, so a quick rinsing would probably have little effect.
