I'm gonna assume you mean Western WA State.
Without reading any other answers, and with no offense meant to any, I offer this. I lived there for nearly 4 years until 2003.
If it is the STATE it largely depends on WHERE? I lived on Bainbridge Island and a view across Puget Sound of Seattle, was my front yard. The Ferry was a $20 per day commute, but Seattle is no bargain. How FAR WEST are you talking about?
Many of your usual expenses, IE: Cell phone/ Car insurance will be the same nationally. Utility bills may be a bit higher than mine in Florida, now, but if you happen to settle between The "Olympics" and the "Casscades" Winters are moderate in temps. In 4 years I experienced only two snow storms and they were gone in a day or two. By the way, no matter what anyone says, it doesn't RAIN any more there, than here in Central FL.
If you're going to be in a City IE: Seattle, or similar, opt for public transport for school at least. Parking in city is a nuisance.
WASH. has an 8% sales tax, or did in my time there, as opposed to here in FL 6.5%
Food markets run the gamut from high end yuppy to usual locals places like "Food Town" AND there's always a Mac Donalds on nearly every corner,,,smiles.
As one answer states that I did read, your initial costs will likely be the highest amount, in "setting up" But you need not go overboard. The JOY of relocating is in part, exploring your environment, and if you have a LIST, as you state in the Q, you may not NEED to get everything at once.
In 2007 I have to believe that in general you won't notice a huge difference in expenses from where you emigrate from. I did note, before moving to WA, that to LIVE and survive in WA, as compared to FL. If my income here was 100 K for example, I'd need 165 K in WA to live the same lifestyle. You might do a comparison study online. I wasn't in that bracket anyway, so it didn't effect me strictly.
That said however, WA has a varied ethnic mix and many NEAR POOR live next to many NEAR RICH. I managed a Mobile home, NOT RENT, purchased for 18 K and sold it with no problem when I was ready to leave. RENT in city is high perhaps, but expenses throughout the USA are high.
Finally. If you are Ok with GRAY, that may be a daily experience. If you're OK with SUMMER being a short season, you'll be OK. If you need social/public services WA is one of the best in the USA for that. If you enjoy "culture" WA has plenty. If you enjoy scenery, WA has plenty. If you want a sandy beach take day trips to Oregon. If you want to visit Canada, take a ferry to BC. If you know your eventual goal, it matters little where you get it started.

Your first grocery shop will be the most expensive,and includes your soaps,cleaning products,shampoos, ect. But once you have all those things they will last for a month or longer. Depending on your tastes and appetite you could spend approx. $300.-$500. Utilities -depend on consumption. I would recommend if possible rent a place with everything included or just pay just for lighting.,which doesn,t cost too much compared to heat. If you could live without cable t.v. and use a vcr or dvd player,extra savings for you per year.I hope this helps.

my son shares the apartment he lives in with 2 others, you may want to do the same, if you live close to the school possably take the local transit ( bus / train ) or just walk. but make sure you have rain gear and a good umbrella..
