Keep in mind though, you are probably picking up enough bandwidth to connect but if you want to really use/enjoy your computer I doubt you have enough bandwidth to download anything fast etc. Plus if you do try to do something like that you are likely to slow this neighbor down.
It's a nice backup, but if I were you I'd get my own connection. And if they ever learn how to turn on WEP protection, or turn off their modem, you will be stuck.

Depending on where you are located, some cities or locations are set up for wifi. It's there and you can use it. This should be possible from any computer with wireless capability.
As far as safety, the standard precautions for firewalls, antivirus, phishing and access to your computer apply. None of your hard drive should be set up as shared. Practice safe surfing.

You're piggy-backing on someone else's broadband connection who also happens to have a wireless access point at their house. They're doing you a big favor by not blocking access to their wireless device. They don't realize about things like WEP and MAC filtering. So, live it up and if you start feeling guilty, offer to pay for part of their service.

Though you might be piggybacking someone else's wireless connection, I doubt it.
If you can roam wherever, such as within city limit or on a college campus, it's likely that you have WiFi.

You arent stealing it, your neighbor needs to rtfm and block it if he doesnt want to share it, which is what they are saying when they dont wep block it. Google Easy Wifi Radar and it will scan and connect to local free wifi (internet) connections.
