If a person was to quit a job and still had vacation time stored up, would this employee be entitled to payment of the vacation time that was never taken.

Unless it is a company policy the answer is NO. Being a labor attorney any other answer is wrong.

They could have a, "Use it or lose it policy".

You are entitled the pay for whatever vacation time that you have earned, and nothing more. If you have to work for a year for 2 weeks of vacation, and you only work 6 months, you only earned one week of vacation and that is all that you get paid for. Also if you have unused vacation, you are entitled to that pay

absolutely not ... employers dont have to pay it at all ... it is a benefit;

The only thing they have to do is abide by the rules set forth in your employee handbook related to vacation pay.
