There should not be a specified age. It really should be based on your maturity level, ability to handle any outcome that may come from having sex, and the person you are with.
And for the record, this was put in the wrong location. This does not relate to basketball.

At the age you can support a child with money out of your pocket and raise the kid properly whatever age you think you can but at least able to hold down a job.
