You may want to rephrase this question. It may be perfectly clear to you, but I hoestly cannot understand what you want to know. You may be asking who created the education system for children with disabilities, and the answer to that would be a lot of people, many who overcame those disabilities themselves. Others were family members and friends of children with disabilities, and still others were teachers who had personal epiphanies after working with students that they agonized over reaching in a general education class.
