the two means that the half note gets counted as one, so a quarter note is seen as an eighth note basically, and the three means that there are 3 half notes in each measure

ok- the top number is 3, which means there are three major beats in the measure. the bottom is a 2, so that means the half note gets the beat. There will be a total of "6" counts in the measure- its like 2/2 cut time, but if it was in three rather than two. your half note is counted as a quarter, quarters are like eighths, etc
I'm a music major. I swear I know what I'm talking about, but it is rather hard to effectively type and TELL you how it works. I'd be easier to whip out a piece of music and SHOW you. Hope that helped.

The top number indicates how many beats are in the measure. In the case of 3/2 there are 3 beats. The bottom number tells the type of note that gets the beat. 2 indicates a half note. So in each measure of music there are are 3 half note beats.
