Eye Liner is a tricky thing. You might want to try liquid eye liner.
If not, try applying a shadow in the same color as the liner over the liner. I use shadown instead of liner. It goes on easier. Apply a face powder over it. Other option call a beauty school. They may have some tips for you. There are cosmetic counters that give free make up demonstrations. That might be another option.

I have this same problem! I swear I"m like on a quest to find something that won't smudge! Ok so I've found some pretty good products out there. Stile Smudge Pots are like a cream-ish type of formual that comes in a little glass "pot", it stays on well but to me its a little time consuming compared to a pencil. The good thing about that product is that it can be used for different effects.
The eyeliner that I use daily is one by Dior, it is simi-pricey at around 28 bucks but it does last longer than most and comes with a smudger at the opposite end of the pencil. Its pretty awesome. And lasts usually usually to all day long.

Use a damp brush to apply a powdered eye shadow as your eye liner. Don't draw a line - just sort of dab or press the tip of the loaded brush into your lash line (top lid). Don't line underneath - use a powder if you want anything under the lid, and then no more than 1/4 of the way from the corner. !!

Are you also using foundation? For me, after applying a foundation, over my lids as well, I then use a light translucent powder. Then I apply my liner. If that isn't working for you, it might be the liner. Try a different brand if you have to. I use the wet n wild brands, because I like many different colors and they're inexpensive.

Set it with just a touch of powder. Plus, I use either the Almay pencil or Clinique brush on (comes in a little pot with a separate brush). Both are a bit pricey, but stay on well, and last all day.

try liquid eye liner i in my experience last the longest and dont buy the most expensive ull just be wasting ur money cuz i use to buys this really expensive eye liner and didnt work well enough then i used my moms and was the best and gues how much it is 99 cents iam serious its really good... and its only a dollar i love it

Try getting an eye liner tattoo done. Not too dark, that way if you need to add more, you can, but otherwise, your daily eye liner is already applied.

Try putting face powder on your eyelid b4 applying eyeliner. It lasts a heckk of a lot longer than it usually does!!

powder sets everything, also try water proof, it's not just for water it's smudge proof too.
and I personally sometimes use black eyeshadow with a little water on the end of the applicator and press it in so it sets.
