The costliest in U.S. history (at the time), Hurricane Betsy -- "Billion Dollar Betsy" -- struck New Orleans in 1965. (Hugo hit Puerto Rico, St. Croix, and the Carolinas in '89 ... and its remnants watered New England, too).

Of course, you aren't thinking of Rita, the one that arrived after Katrina....
