A real easy way to decorate the top is to DUST or STENCIL a pattern. (Purchase a package of paper or foil 8" round lace doilies to use as a stencil) Lightly sprinkle sifted confectioner's sugar or cocoa powder on the top of a cake using doilie to create a pattern, when removed.

How about flowers? Decorate it with flowers (a few on the top) and the rest in a wreath around it. With candles and some leaves artistically thrown in, it would look fabulous. Am not sure which area you come from and what flowers can you get but roses, carnations and orchids look lovely on cakes.

Put something that he really enjoys on it.
Like..if he loves racecars...the do that
Or pets..
If you go to BaskinRobins they can make a personalized ice cream cake and put your dad's picture on it, or even a picture of the whole family.
You can cover it in little frosting balloons and confetti..

Try making it look like a pool table,with the tiny cue sticks, tiny table balls in different colors and one of them representing his age if he doesn't mind
