Not if you only want to download, but you will need the address of any servers you wish to connect to. You may also need login information (username and password).
If you want to offer files for download, then yes, you will need a server, specifically an FTP server or HTTP server with FTP support.

If you mean that you want to set up an FTP server that you can transfer files to and from, all you need is some kind of FTP server software running (like Golden FTP...it is free). The machine does not need to have any kind of server operating system...the FTP server software is enough. Just make sure that if youy have a router, the FTP port is open (I believe it is port 21).
