There are hundreds of different patterns out there for quilted handbags - it all depends on what she wants. If she sews well and wants something more complicated, she really should check the fabric and craft stores for a pattern. You can start with pre-quilted fabric, or you can make your own by making a sandwich of two fabrics and some batting. Sew through all three layers in a grid pattern, with the lines about 1" apart. If she doesn't like the look of the grid and if she's familiar with quilting, try a free motion meandering pattern. If she doesn't know what this is, stick to the grid.

The easiest quilted bag pattern I know starts with a square of pre-quilted fabric. You put a binding on it, then you fold it in half diagonally, sew two lines from the fold almost to the binding. You turn the sides inside out as you pull them back toward the opposite stitching. They will overlap, creating a loose pocket on each side. Tack the corners in place, and tack the center where they overlap. Fold the top two points down to cover the pockets on each side. Add a strap and you have a three pocket purse. You can make one in an hour or two. Since my instructions were kind of vague, you might want to buy the actual pattern. A link is below.
