Not eggs, that's for sure. You only get eggs from a betta when the male and female are breeding. She actually needs his help to expel the eggs. That sounds like an intestinal infection or basically diarrhea. Don't feed for 24 hours and offer the fish a thawed frozen pea. Split it open and only feed the soft inside part. Barring that just don't feed for 2-3 days and then feed on flakes or pellets, but light feedings for the first few days. If you don't see improvement, you will need to feed medicated food for bacteria infections.

This could be a serious issues for the fish.
First what does the Fins of the fish look like? Are they Long and very colorful, if so you probably have a boy, which is the majority of Bettas sold in pet shops. Or are the Fins short and not that colorful, If so then you have a girl most likely. Gilr betta's have a longer more slender body then males and are less colorful with small fins. Their fins do not wave in the water, they are not long enough for that.
Do you have more then this one Fish in the tank?
Do you have 2 betta's in the tank to mate?
Is there anything else that you see that is abnormal, Like bubbles, water debree, water clouded?
Does the fish have any other things that look weird like Black spots, white spots, fins separated, fins looking shredded, glassey white eyes?
How long has it been hanging there? Fish do have poop strands, but this doesn't really sound like it's normal poo, but it could have to do with constipation see the source list for info. on that issue.
It's probably a Bacteria or Viral infection. Call you local pet shop and ask them for a treatment for infections. You can pick up a treatment for just one specicif issue, or you can buy multi-sympton water treatment. Ask the person working what would be the best for you Tank size and issue. Look on the interent about disease types to determine what this is. You could be feeding it too much, causing it to have some intestinal issues which is where the balls are coming from.
It could as well be a parasite that has attached to the fish.
Look at the source lists for pictures of Male and Female Betta's and also for a listing of Diseases that could be what that is.

Firstly does it have a nest on the top(looks like bubbles)? And also do you have just one fish? What your describing is the way betas lay eggs usually the female excretes the eggs and then the male moves them to the nest. If this happens (the eggs are moved to the nest) remove the female.

Betta eggs are creamy-white and they don't come out until the male betta flips the female on her back and wraps his body around hers and squeezes. This expels the eggs. Then she drifts if the water as if she's in shock and the male swims down, pucks up the eggs and spits them in top the bubble nest. This sounds like a serious health issue, not eggs.

I think its dying because if they are differnt colors that might mean its sick. If was to lay eggs I think it would be fat
