Go to the Microsoft Website, and download the viewer that you wish to use. They make a separate viewer for each of the Office Suite programs. You can't edit, but at least you can view the documents you need.

You can download a free Office suite called Open Office. It has a program called Calc which is very similar to Excel (and also compatible with it).

you could use any open source spreadsheets like OpenOffice.org's Calc, Koffice's KSpread or Gnome's Gnumeric
http://software.newsforge.com/software/05/05/05/1538249.shtml gives a comparison of the 3.
You could choose the one that suits best to your needs.
To download
Calc - http://download.openoffice.org/index.html
KSpread - http://www.koffice.org/releases/1.6.2-release.php
Gnumeric - http://www.gnome.org/projects/gnumeric/downloads.shtml
For something web-based, sites you can think of
Google docs & spreadsheets - http://www.google.com/google-d-s/intl/en/tour1.html (personally like this ;) )
ThinkFree Office Online http://www.thinkfree.com Web-based word processor, spreadsheet and presentations
NumSum- http://www.numsum.com Web-based spreadsheet creator
Hope this helps! :)
