Top to bottom and waist should be about 10" smaller than bust and hips, ideally. Of course, with all the implants around there are more top heavy women than years earlier.
Back in the day of Twiggy, the coveted hour glass figure was no longer fashionable. The Barbie doll brought about the wish for a larger than life chest compared to a ladies other measurements. I'm not sure why it is women have always strived to be thin when men like a little meat on their bones.
