I know you don't want to hear this, but surgery is the ONLY way to rid yourself of these prolapsed fat pads. Yes, its a little expensive, but you could waste a ton of money on useless remedies in a jar. I had the procedure done, fat pads are gone, people never tell me I "look tired" anymore. I think you should consult with a plastic surgeon.
Bags that are caused by water retention/allergy may be helped with certain products. However bags of fat (which I suspect is your case) can not be helped by anything except surgery.

I just answered a similar question to this one. I use an eye cream at night. It is from Avon called Anew Clinical Eye Lift. It has two products, one for the upper lids and one for under the eye. It works for me. Good luck.

I use Avon ANEW retroactive repair eye serum. This stuff reduced the puffiness and also lightens the darkness gradually (1 to 2 weeks normally) so that it doesn't seem fake. The serum does not dry out your skin so you don't need to worry about that.

I agree with missaboo but I wouldnt try the preperaton H I would be afraid to get it in my eyes. But the teabags and cucumbers are a more natural solution. You can see your dr too he or she might have a better suggestion. Also are you getting enough sleep?

Wet tea bags applied to the eye pouches help. Allergies are the cause, generally.

I had the same problem and it was because i was not drinking enough water. Consume more water and oil of olay has a lotion that helps immensly. You should try it, it works. And along with everyone else, might be lack of sleep.
