1 cm = 10 mm;
1 mm = 1/10 cm = .1 cm
to convert from mm to cm, you need to multiply the mm by 1/10, or simply shift the decimal point one unit to the left.

So 2.3 mm × 1 cm /10 mm = .23 cm

he above answer is wrong, 2.3 millimeter = 0.23 centimeter.

OK, look:
The metric system is based on the number 10. To go up a step, you divide the lower level by 10, or move the decimal one place to the left. To go down one step, multiply by 10, or move the decimal one to the right. Easy.

...milli- (1/1000), centi- (1/100), deci- (1/10), *unit* (1), Deca- (10)...
See? 1000 is ten times 100, which is ten times 10, etc.

So you have 2.3mm, and you need it one step up... divide by 10.

2.3mm / 10 = .23cm

.23cm / 10 = .023dm

.023dm / 10 = .0023m
...Which makes sense, because 2.3mm is much smaller than a meter.
