It sounds like he loves your mom, but is so frustrated, that he doesn't know any way to deal with this but one that is a little childish. It may just add fuel to the fire by upsetting her in his attempt and fluster him further.
Talking may work. Convince your father to tell your mother what he feels, or talk to both of them individually, then together. It sounds like your mother was so caught up in her pet (nothing wrong with this, many people love their pets), that she, somewhere in the midst of this, forgot about your father.
If you ask me, it seems that he's just wanting your mother's love and attention once again, and wishes to get her attention by whatever foolish means possible. This can mean but one thing; he loves her.
Encourage her to get help taking care of her bear, and discourage your father from getting a new one, since that's what caused this all to begin with. This way, they both have time for one another.
Until your mother trusts someone else with her pet, offer to bear-sit while they have time to themselves.
Better yet, encourage them to share the responsibilities of the cub. Maybe she can show him how to, I don't know, feed a bear (or how not to), and he can show her how much he misses her.

That will not help,thats just childish.Unfortunately if you mom and dad can't find a better and more mature way to resolve their problems,the divorce will come into affect.

It's petty and childish and will not solve anything. It could be more than what you really think it's about. Children don't know everything that goes on.
