It's getting more acceptable every year, and in a number of states, such as NY where I live, it's actually a legally protected right for a girl to go topless anyplace a guy can. What's happening is that more and more girls are going topless at "regular" beaches every summer, and aside from the occasional "dirty look" from (mostly) older women there really aren't any problems, at least that I've heard of.
I go to the nude beach here on Long Island, so being topless isn't an issue (since we're all naked) but I know that there are still many places in this country where women will be fined or even arrested for simply lying topless on a public beach.
It's such a shame that something as harmless as a set of bare boobs can still cause so many people to become upset.

You are being lewd if it is not posted as a topless beach. So, put on your top and tan that way.

Only if you are on a beach that allows it. Many beaches have children and their parents would consider it more than lewd

If you want them pointing towards the heavens it is best to find a place that allows that.
When your lights are shining bright at your old Kentucky home looking pinkish they was pointed out in the sun way to long.

It depends on where you live - and the regulations regarding this at that particular beach. They are allowed to make up their own rules (in Canada).
