It depends what you want in an eyeliner
Personally, I want a good black one that wont smudge off all throughout the day and that doesnt crumble up or leave stains around your eyes. That's why I use Almay Eyeliner.
"Almay® Eyeliner. Define your eyes with beautiful 16-hour color. This water-resistant, smudge-proof formula stays true and stays put. Vitamin E nourishes and protects your delicate eye area. Built-in sharpener keeps point sharp and definition precise."
It's the best eyeliner i've ever used and i recommend it to all my friends.
It comes in other colors too if you're interested. Found at walmart/target/walgreens etc. for about 7 dollars i think.
I hope this helped :)

Honestly, if you're looking for eyeliner with amazing definition that won't move once you've got it where you want it, try Stila Smudge Pots. They come in rich colors and the staying power of this stuff is like a miracle of science. It's on the expensive side (especially if you've been using the cheap Walgreen's stuff, which is absolutely fine for experimenting but not in the long run), and it needs to be applied with a brush. But it's awesome. I promise.

new york color is definitely not the best brand out there. my favorite that i have tried is Benefit. you can buy it at Sephora. it is not the cheapest brand, but it goes on really smoothly, they don't test on animals, and also, a lot of Benefit eyeliners come with little pointed smudge-sponges on the opposite ends of the pencils, like small erasers. they are great for blending, and it looks better than if you use your finger.

Bobbi Brown makes the BEST hands down! I use the gel eyeliner in 'cobalt' it's a really deep blue that looks black but with more impact. It stays on and doesn't smudge. I've even slept in it (I know that's a no no) and still looked good the next morning! You can use it with a slanted brush. It's amazing!

I use Maybelline Sharpening Pencil. Yet it is not a pencil you twist it and more comes out. I think it is called Expertwear. It even has a little smudger at the end which is nice!!!!!!

i use covergirls pencil in black...extremely cheap and comes with two pack. it doesnt go on right if u just try to apply it...but a trick is use a lighter and hold the end of the pencil that the color is on and just hold it over it for like all of half a second not even just till its shiny lookin and then let it cool and use it, it goes on like a marker ..its amazing!
